Starting an instance requires time to cache the image and to ensure the security system is properly configured. Billing starts when you click Rent because the resources are already reserved and used to deploy your template. If startup takes too long, try another template or rent a different server.
Make sure the selected template supports the required access method. For example, to connect via SSH, you need the corresponding Docker and template parameters configured.
